Isaac is responsible for all Software and Site Reliability Engineering teams. Isaac Councill VP Engineering at Oscar Health, where he is responsible for all Software and Site Reliability Engineering teams. Prior to Oscar, he led the Sentiment Analysis and Review Summarization teams at Google, with multiple launches across several Google properties, including the generation of fully algorithmic and semi-automatic business summaries on Google Maps (desktop and mobile). He has also worked as a Research Scientist at IBM Almaden Research Center, helping to develop infrastructure for large-scale multinational service design, costing, and pricing – an effort that was recognized with an Outstanding Accomplishment award.
Isaac holds a Ph.D. in Information Sciences and Technology from Penn State University and has authored over 30 peer reviewed computer science publications. While working on his graduate studies, Isaac held tenure as Technical Director of the CiteSeer project, overseeing all aspects of operations and system development, and spearheaded development of the CiteSeerX system which fully replaced the original platform and extraction algorithms.
